GDPR Next Steps and Action Required - STOP PRESS

With the GDPR legislation due to be implemented on 25th May 2018, CCS will need to update the ICT Services for Education Framework Agreement and the Call-Off Contract template to include GDPR clauses.  This will be done as a Contract Variation and CCS will be asking suppliers to review and accept the changes to their Agreement.

The variation notices will be issued shortly, and we request suppliers review and accept them as soon as possible.  CCS is aiming to complete this activity by the end of April 2018, and any supplier not accepting the variation by then will have to be suspended from this Agreement.

For customers wishing to sign a new contract prior to the variation being complete, we advise that they add GDPR terms to the order form. The GDPR terms can be based on the PPN 03/17 draft clauses, details of which can be found at

This framework will run for its full four year duration and will expire on the 26 April 2019.

The framework is comprised of a single lot of 20 suppliers providing a diverse range of services and solutions including;

  • Supply and fit
  • Support and maintenance
  • Systems configuration and management
  • Partial or fully managed ICT service
  • Complete integrated service with other technologies/partners
  • Supply and integration of solutions into both green field (new build) situations and legacy environments
  • ICT environments requiring integration and repurposing of existing ICT

Please note this framework is not intended for the isolated procurement of ICT products and or services. For instances where products and/or services are required in isolation customers are advised to use the Technology Products 2 (RM3733) or Technology Services 2 (RM3804) frameworks.

All competitions under the agreement must be conducted via a further competition. Direct awards can not be carried out.

Customers can engage directly with suppliers ahead of any procurement by means of supplier pre-market engagement events.

Contracts should be awarded on the basis of most economically advantageous tender ("MEAT").

We have developed a benefits methodology to capture and measure savings based upon a Cabinet Office approved methodology.

With a good selection of suppliers, you will achieve best value for money and demonstrable savings through the further competition process.

The customer guidance document contains a section on best practice to obtain the best value for money and pricing.

Suppliers are required to provide transparency in invoicing to allow you to see clearly the cost of; products, services maintenance installation.

This data will allow you to directly compare the price of products and understand the price implications of your buying practices.

There are 20 established education sector infrastructure suppliers just over 50% of whom are classed as SMEs

ICT Services for Education has been procured by Crown Commercial Service to replace the historic BECTA agreement of the same name.

Designed and built in collaboration with the Department for Education and the Education Funding Agency.

The agreement provides schools, academies, universities and colleges with access to specialist technology services, hardware and infrastructure.

Provides a flexible and quick route for educational establishments to meet their new technology needs and provides customers access to a diverse pool of suppliers ranging from small to large enterprises.

Initial term of two years plus two additional single year extension options.
