GDPR Next Steps and Action Required - STOP PRESS

With the GDPR legislation due to be implemented on 25th May 2018, CCS will need to update the Technology Services 2 Framework Agreement and the Call-Off Contract template to include GDPR clauses.  This will be done as a Contract Variation and CCS will be asking suppliers to review and accept the changes to their Technology Services 2 Agreement.

The variation notices will be issued shortly, and we request suppliers review and accept them as soon as possible.  CCS is aiming to complete this activity by the end of April 2018, and any supplier not accepting the variation by then will have to be suspended from the Technology Services 2 Agreement.

For customers wishing to sign a new contract prior to the variation being complete, we advise that they add GDPR terms to the order form. The GDPR terms can be based on the PPN 03/17 draft clauses, details of which can be found at

What can this Agreement offer?

The Technology Services 2 framework is the perfect solution for every public sector customer’s ICT service requirements, including services at all government security classification levels, and offers this through a choice of 4 lots:

  • Lot 1: Technology Strategy and Service Design

For developing or enhancing your ICT strategy and service design, this lot provides access to the specialists that are able to help. Everything from business capability assessments through to the specification of the applications and toolsets to deliver your ICT services.

  • Lot 2: Transition and Transformation

For implementing your ICT strategy or services, site relocation or transition from your current services agreement; this lot provides all of the transition and transformational activities required, including legacy service decommissioning.

  • Lot 3: Operational Services

This lot is for all of your operation service needs in four distinct service groupings:

3b: Operational Management

3c: Technical Management
3d: Application and Data Management

  • Lot 4: Programmes and Large Projects

If you have a large programme or project, particularly with high financial investment, this is the lot for you. All aspects of the above lots are included in this offering, as well as the ability to deliver programmes and projects at the Secret and Top Secret government security classification. Split into two sub-lots to meet your specific security requirements:

One of the main aims of the framework is to be an enabler for the disaggregation of larger government contracts that have been in place for some time, which in itself will deliver many benefits to departments including contractual savings.

This framework was developed to give all public sector organisations access to suppliers of technology services, such as: technology strategy, service design, transition and transformation and operational services.

This framework was designed to service the smallest of IT needs from replacing and managing a small desktop computer estate to the replacement of larger and more critical central government systems, both at the Government’s Official, Secret and Top Secret security classifications. This framework has also been developed as an enabler for the disaggregation of larger government contracts that have been in place for some time.

In preparation for the procurement of Technology Services 2 extensive pre-market engagement was undertaken between August and December 2016. Over 80 suppliers and 90 buying organisations were involved in shaping and improving on our previous framework agreement. After 5 months of focused workshops covering the scope and structure of the framework agreement and the terms and conditions, Technology Services 2 went to competitive OJEU procurement in March 2017.

By listening to the market and you, our customers, Technology Services 2 has been re-designed and restructured to satisfy your needs. Following our evaluation process we are confident we feature the right mix of quality tested suppliers, to provide all of your technology services needs.
