Description

This is a single supplier agreement under which central government and the wider public sector can call-off a full range of learning and development services, as either a fully end-to-end Managed Learning Service or discrete service to allow flexibility.

The multi-tiered model includes the following services:

Tier 1 - Learning Portal and Catalogue – a free to access, secure, web-based public learning portal, hosting a catalogue of courses in a broad range of subject areas, which can be used either off the shelf or customised to meet specific needs.

Tier 2 - Sourcing Services – source learning requirements that provides best value for money across all subject areas, and learning platforms, from traditional to leading-edge.

Tier 3 - Administration and Support Services – deliver customer-focused, end-to-end, scalable administration and learner support solutions that are designed to ensure the highest quality user experience whilst streamlining processes and reducing costs.

Tier 4 - Contract Management Services - act as the single point of contact for the ongoing relationship and performance management of third party learning and development suppliers, assigned by the supplier to the Contracting Authority’s projects from initiation to close.

In addition to the core services above, and for those Contracting Authorities requiring a more advanced service offering in order to meet their specific requirements, there are the following additional services:

The framework is structured to offer flexibility and choice and you will not be required to take the full suite of services, instead selecting those elements of the framework which suit your own business requirements and learning and development strategy.

Benefits

• The offering enables a) the full managed service of the entire learning and development function, b) a single element of it (i.e. administration and support function), or c) a bespoke solution tailored to complement your in-house resources.

• The newly designed scope and flexible structure offers a choice of service options linked to a transparent, competitive and simple ‘pay-for-what-you-use’ pricing structure, ensuring you get the best value for money.

• We have created at the outset, and will develop throughout the framework as they are identified, a catalogue of public sector commonly required courses, which will incrementally grow the benefits of aggregation.

• Over 50% of spend going through the framework is guaranteed to go to SMEs, supporting the government’s drive for £1 in every £3 to be spent with SMEs.

• In addition to providing learning products from within its own organisation, the supplier shall provide access to a dynamic pool of best in class suppliers and trainer resource through subcontracting relationships with either prime suppliers and through an open market competitive process.

• There is a rigorous, robust and systematic performance management process in place for the duration of the agreement, which includes strategic supplier management, customer satisfaction, collection and analysis of monthly management information and audits

• The use of standard terms and conditions minimises commercial risk through robust management of terms and conditions and standardisation.

Access

The MLS is available to all central government departments, their arm’s length bodies and the wider public sector. This is a single supplier agreement with direct award.

The framework agreement provides the flexibility for Call Off contracts to be put in place by Civil Service Learning (CSL) as the Contracting Authority on behalf of departments, functions and professions or directly by departments, functions and professions themselves as the Contracting Authority.

Contracting Authorities may award Call-Off contracts for any of the goods and services by Form of Order as per the procedures that are set out in Framework Schedule 5 (Call-Off Procedure) at Attachment 4.

All Call-Off Contracts awarded by Contracting Authorities will be subject to the Call-Off Contract terms and conditions contained within Framework Schedule 4 (Attachment 5) supplemented as appropriate by such additional details as may be necessary and permissible.

Savings

We expect customers to be able to achieve savings in excess of 10% based on their current spend, depending on their buying profile.

All customers benefit from the same volume discounts resulting through the cumulative spend through the framework agreement.

The rates paid on the CCS agreement will be benchmarked regularly against previous prices paid by current customers and up-to-date market rates paid by other public and private sector organisations.

Background

The Civil Service Learning framework agreement for the provision of Learning and Development (RM1568) expired in February 2016. In November 2015 CCS, acting as the procurement agent for CSL, awarded two contracts between CSL and providers to replace the Senior Civil Service learning and core curriculum elements of the expired framework agreement.

CSL continues to receive the remainder of services through an existing call-off contract and the this new replacement framework agreement will provide continuity of supply of the remaining services to Contracting Authorities. 

The aim of the framework agreement is to provide learning and development solutions outside of the core curriculum for Civil Service departments (including Executive Agencies) and the provision of a more flexible and broader scope of services for wider public sector organisations.

The strategic objectives is to appoint a Managed Service Provider that will work in effective partnership with participating organisations by providing access to a range of high quality core and bespoke learning and development services and solutions that will enable Contracting Authorities to develop a skilled and qualified workforce to meet its needs now and in the future whilst establishing alignment with business priorities.

How was the framework developed?

We have consulted widely across Government through Civil Service Learning, (CSL) NHS England (NHSE) and the Ministry of Defence (MOD), in the development of this framework agreement, which is designed to fulfil the learning and development requirements of a diverse range of public sector bodies through the provision of a flexible and broad scope of services.

CCS will manage the overall performance of the framework agreement by the supplier and collect Management Information and any Management Charges payable by the Supplier.

Customers will be responsible for the transition of their services onto the MLS framework agreement; each customer will also have its own direct relationship with the supplier and will be responsible for managing all day-to-day operational activities.
