Description

Lot 1, 2, 3 and 4 are now closed and the scope of the services is covered under the two new frameworks below:

 

RM3774 Campaign Solutions - an innovative marketing and communications framework covering all the services you will need for end-to-end campaigns.

RM3796 Communication Services - a new and improved way to buy a variety of marketing and communications services, providing all the services you will need to meet your tactical or niche requirements.

Lot 5 for Contact Centre services only remains open until the end of March 2017.

 

The scope includes (but is not limited to): The provision of contact centre and delivery related services to support customer direct response communication and marketing campaigns requiring; consumer advice, outbound consumer communication, technical support.

Benefits

Procuring communication services can be a costly and time consuming process. The main benefits of the framework are:

  • Time scales and costs associated with the procurement are reduced due to increased efficiency of procurement.
  • The framework is compliant with the new EU procurement directives enacted as UK procurement regulations.
  • There is no need to re-draft and/or re-negotiate terms and conditions as these are agreed at framework level.
  • Customers have the ability to call-off quickly against the framework for urgent requirements.
  • The number of suppliers on each lot facilitates improved supplier management which in turn streamlines the further competition process and improves service delivery.
  • Customer satisfaction with suppliers’ performance is monitored by us on an ongoing basis and action is taken if required.
  • We negotiate competitive costs that are ensured at the time of initial competition.
  • We monitor and benchmark ongoing competitiveness over time.
  • The eSourcing suite provides an online tool to effectively manage procurements. The eSourcing suite creates further efficiency gains by way of access to online information, reducing the cost and time associated with producing and distributing hard copy information. This also allows for information to be constantly updated and easily accessed.

Access

Before using these agreements you should ensure that you have applied for and received approval, both internally and through the Professional Assurance Communications Control Team.

Approval is required for all Central Government departments and ALBs with spend over £100,000. For activity below £100,000, your Director of Communication is responsible for approval.

Wider public sector organisations may have different spend approvals processes for differing levels of spend. Budget approval should be sought before continuing with planning your media requirements.

Further competition

Customers with approval should run a further competition for services under lot 5 only. The customer guidance document provides step-by-step guidance on this process.

Savings

Savings are quantified through our centralised benefits methodology procurement strategy which has a clear focus on the rates paid by customers over an agreed time period.

The framework rates are the maximum chargeable by the suppliers and are fixed for the first two years of the framework, further competition may reduce these rates.

We reserve the right to undertake a benchmarking exercise to establish if the benchmarked service(s) as a whole offer good value. If the benchmark report states that any benchmarked service is not good value then the supplier shall implement changes as set out in the benchmark report within the time limits specified.

Background

This framework supports the centralised approach to communications.

The Communication Delivery Board, chaired by the Minister for the Cabinet Office, Francis Maude, acts as the ultimate co-ordinating and decision making authority for Government Communication.

The board oversees the annual communication plan for Government and the work of the seven pro-active communication hubs.

In response to this centralised approach, all communication related procurement is now done through our communications frameworks.

This agreement looked to update the previous COI frameworks agreements to ensure they are legally compliant and offer a standardised pricing model to allow for greater transparency of key cost drivers and enable benchmarking to be taken.
