Crown Commercial Service (CCS) is developing a procurement solution for behavioural insights and related services, which will take into account the impending expiry of a government framework in 2018.

This solution will cover the full range of services and capabilities required by central government and associated bodies in England, Wales, Scotland and Northern Ireland.  Additionally, it will provide for the requirements of the wider public sector including education, health, local government, housing, policing, third sector voluntary and charity bodies and other not-for-profit organisations.

By applying behavioural science to policy design and service delivery, HM Government is able to increase the impact and effectiveness of its work.

Interested suppliers will be expected to provide a range of behavioural insight services with a significant depth of capabilities and capacity to help HM Government as it seeks to bring behavioural evidence and empirical research into the services and systems under its oversight, generating new ideas and approaches, and supporting the further development of internal awareness and capability. 

The solution will encompass the end-to end process of delivering a range of behavioural insights services:

  • Policy development and advice
  • Service delivery and organisational reform
  • Support in running trials (including Randomised Controlled Trials)
  • Capability building
  • Thought leadership (including the supplier’s own corporate research and development)

Interested suppliers will be expected to have access to capability and knowledge across a diverse range of policy areas of concern to HM Government and the public sector. This should include, but is not limited to
public services and wider social policy, home affairs growth, infrastructure and economy.
