Crown Commercial Service (CCS) has developed a framework agreement for the provision of applied behavioural insights and related services. 

The Behavioural Insights framework will cover the full range of services and capabilities required by central government and associated bodies in England, Wales, Scotland and Northern Ireland.  Additionally, it will provide for the requirements of the wider public sector including education, health, local government, housing, policing, third sector voluntary and charity bodies and other not-for-profit organisations.

 Interested suppliers will be expected to provide a range of applied behavioural insight services with a significant depth of capabilities and capacity to help HM Government apply behavioural evidence and empirical research into the services and systems under its oversight, generating new ideas and approaches, and supporting the further development of internal awareness and capability.

The solution will encompass the end-to end process of delivering a range of applied behavioural insights services:

  • Policy analysis, development and advice
  • Service insight, service design, service delivery and organisational reform
  • Design and implementation of trials
  • Evaluation and reporting of trials
  • Capability building
  • Thought leadership

Interested suppliers will be expected to have access to capability and knowledge across a diverse range of policy areas of concern to HM Government and the public sector. This should include, but is not limited to, public services and wider social policy, home affairs growth, infrastructure and economy.

The contract notice follows market and customer engagement, including the release of two Prior Information Notices seeking engagement from behavioural insights suppliers and research agencies.  The resulting framework has been designed as a standalone framework seeking up to five suppliers.

Interested agencies were invited to take part in a pre-market engagement survey. The survey closed on Thursday July 6 2017.
