Spend Analysis and Recovery Services 2

We are developing a new framework for the provision of spend recovery and related services.


The framework will be the recommended solution for all spend recovery and related services required by UK central government departments. The framework will also be available to all UK public and third sector bodies including local authorities, health, police, fire and rescue, education, charities, housing associations and devolved administrations.

The range of services will include, but not limited to, analysis of accounts payable systems, supplier invoices and payments, supplier contracts or other data as requested by a contracting body.

Customer engagement

We have consulted with a number of public and private sector organisations with experience from the open market, the previous framework and in some cases, in anticipation of their looking to utilise SARS services either through a CCS Framework or directly themselves.

These consultations aimed to 'learn the lessons' from the previous framework and understand the appetite for the services, to ensure an improved offering for customers.

The consultation identified that, primarily in the wider public sector, access to 'specialist' spend recovery services, such as utilities or telecoms reviews, are important for procurement managers needing to review specific areas of spend (rather than conducting a full scale review of their entire supplier spend at an organisation level which would require senior finance authorisation and a lengthier engagement).

As a result this new framework will offer a more diverse service offering and a wider supplier base. We are committed to delivering a quality service and your feedback is extremely important to help us continuously improve the service that we provide.
