This NHS Improvement approved framework is for the sourcing of  temporary clinical staffing of all health and social care disciplines.


Full description

RM3711 Multidisciplinary Temporary Healthcare Personnel allows you to source all clinical staff at varying pay bands through this NHS Improvement approved agreement.  It includes doctors, consultants and all specialist roles.  All nursing grades, including midwives and social workers.  Allied health professionals (AHP), health science services (HSS), emergency services (ES), including dentists.  

There is provision for unsocial hours, high cost area supplements and the agency workers regulations (AWR). 

The exceptions are temporary non-medical, non-clinical (NMNC) staff who are covered by the CCS NMNC agreement; and staff banks for which there is the Workforce Management agreement.

There are two ways to buy:

Direct award

Choose from the list of suppliers that have already been successful in securing a place on the framework.  Rate cards are available from the commercial agreement manager.

Further competition

Invite suppliers to compete for your contract. Simple order forms are available in the call off agreement, download the attachment in the documents section.  You can also use CCS eSourcing tool to run a further competition.

Benefits methodology

The purpose of the benefits methodology is to illustrate changes to the average actual rates paid by NHS trusts in FY 2014/15 to the rates actually paid and the benefits.

Methodology for calculating savings

Baseline price ((Average FY2014/15 total hourly charge rate paid for matched roles) x counterfactuals) – (Actual total hourly charge rate paid for matched roles)) x volume (hours) consumed)

Non-cashable savings

Through the use of the agreement the following non-cashable benefits will also be generated:

  • Helps support the NHS with their procurement strategy to ensure that the right resources, with the right capabilities and skills are in the right place, at the right time and at the right cost to meet required departmental objectives.

  • Due to the consolidation of health spend on temporary staffing, suppliers will continue to work closely with HR and procurement managers to ensure that staffing options and resource strategies of departments are implemented and aligned with their wider business strategy and goals of the NHS.

  • Allows NHS departments to have access to suppliers of certain skill sets that are in short supply at competitive rates.

  • Bargaining power of customers will increase as cost pressures rise and demand falls.

  • Compliance with NHS Employers standards for safer recruitment continue to be met, including but not limited to, criminal record checks, right to work in the UK checks, occupational health checks, employment history and reference checks, professional registration and qualification checks and identity checks.

  • An established and effective system for supplier management information collection.

The agreement was developed to:

  • Provide a flexible agreement for all health temporary personnel agency supply.
  • Provide a solution that allows customers to control pay rates.
  • Ensure suppliers are not motivated to increase pay rates.
  • Provide a choice of supply routes.
  • Manage and mitigate the legal and commercial risks associated with engaging temporary staff.
  • Introduce a single point of contact for all requisitions, queries and interim personnel issues.
  • Deliver significant invoice management efficiencies through the introduction of consolidated invoicing.
  • Provide regular and detailed management information.

The agreement was developed with a wide range of stakeholders from the NHS and other users of temporary health personnel.
