Synopsis: Rail-specific legal advice only for Department for Transport, covering rail franchising. Not for use by the wider public sector. Replaces part of RM919.


Full description: This agreement is designed for the Department for Transport’s rail division to provide specific legal advice for rail services, in particular rail franchising. The agreement replaces part of expired framework RM919. Although the agreement is designed for the DfT, other central government departments and arms-length bodies may be able to access the suppliers.

This agreement is not available for use by the wider public sector.

DfT customers should initially contact the DfT strategic relationship manager Giles Price (Giles.Price[at][dot]uk) who will help prepare and present potential requirements. If you’re not in DfT the agreement is self-service, but permission to access the suppliers should still be sought from Giles Price.

Read both the customer guidance document and panel agreement. See the attached documents. The panel services document provides details on core and non-core specialisms of the suppliers.


Direct award

To use the direct award facility you should read the supplier prospectuses and ordering procedure which can be found in panel schedule 5.


Further competition

Read the guidance in schedule 5 of the panel agreement. You will need an eSourcing portal, such as the CCS eSourcing portal, which contains competition templates. When using the CCS portal consult the customer guidance for registration and navigation.



The agreement is made up of 1 lot divided into 2 tiers. Work that could be allocated to either or both tiers includes instructions in relation to:

  • Passenger franchise direct awards
  • Rolling stock arrangements (eg procurements, maintenance and finance) for fleets used by a single franchisee.

  • Panel has been awarded on a 3 year basis with the option to extend for a further 12 months
  • Savings are anticipated at 0.75% across the 3 years of the panel
  • There is the facility to benchmark rates after 2 years
  • Rates have been assessed as part of the tender process. Hourly rates include an up-front discount
  • Daily and monthly rates are also available at reduced costs

The agreement was developed to address specific rail requirements for the Department for Transport. It is one of 4 panels that will replace the expired RM919 agreement.

The agreement was developed with significant stakeholder involvement – both the Department for Transport and Government Legal Department have been a part of the strategy development.
