Utilities Management Software, Metering and Ancillary Services

Description

This framework agreement will deliver full end to end data management services for our customers. The aim of this agreement is to provide customers with the key data required to unlock savings across their utilities portfolios.

There is no current framework agreement for Utilities Management Software, Metering and Ancillary Services within the Crown Commercial Service. This new agreement will complement our existing energy supply contracts covering half hourly electricity, non-half hourly electricity and gas and assist customers in reducing their utilities consumption requirements.

This will also provide customers with the data to assist in additional services available through our Demand Side Response and REFIT framework agreements.

As the framework agreement can be used by the whole of the UK public sector (including central government, wider public sector, health, and third sector) bidders must be able to provide full national coverage.

The Framework is for a duration of three years with an option to extend for a further year.

Product types:

Lot 1 – Half Hourly Electricity Metering Services

- Access to purchase or lease fiscal metering hardware
- Maintenance and Repair services for Metering Hardware
- Data communications from all HH meters under the contract
- Access to visualisation portal to view HH consumption data

Aims:

- Provide more frequent and consistent access to HH data to drive consumption reduction behaviours
- To provide information to support internal discussion on energy management
- Consolidate multiple suppliers across customer portfolios for easier management

Lots 2-7 – Utilities Metering Services

- Access to purchase or lease of fiscal (where available) and sub-metering metering hardware
- Maintenance and Repair services for Metering Hardware
- Data communications from all meters under the contract

Aims:

- Provide more frequent and consistent access to data to drive consumption reduction behaviours
- To provide information to support internal discussion on energy management
- Consolidate multiple suppliers across customer portfolios for easier management

Lot 8 – Utilities Management Software

- Access to visualisation software to analyse and report on utilities consumption data
- Access to additional functionality including: Bill Validation, Tenant Billing, Budget Forecasting, Carbon Reporting and Project Tracking

Aims:

- To provide access to information to support internal discussion on energy management
- Consolidate multiple streams of data across customer portfolios into one system
- Provide data to support internal behavioural change and identify waste.

Lot 9 – Utilities Bureau Services

- Access to suite of services provided by utilities experts to assist in delivering a collaborative energy management strategy.
- Services include: Bill Validation, Tenant Billing, Budget Forecasting, Carbon/Compliance Reporting, Reporting and Analytics Services, Supplier Liaison, Project Tracking (M&V).

Aims:

- Allow customers to outsource requirements to focus on value added activities to deliver additional savings
- Establish relationship between Suppliers and Customers to support in education and upskilling
- Allow customers to tailor their service requirements based on organisation needs

Benefits

Free, Fast and Simple to Use

  • Free:  No charge to Contracting Authorities to use the framework agreements
  • Fast: The Framework provides a streamlined route for all Customers to access a comprehensive range of external suppliers through a Further Competition process or Direct Award.  Further Competition is estimated to take around 4 weeks, depending on the size and scale of the requirement
  • Simple Call-Off Contract Terms:  Customers will use the CCS standard form
  • Flexibility: The Framework has been designed to cater for a wide range of customers.  The lot structures and ability to tailor further competitions will ensure this supports customers own delivery considerations such as SME’s and Customer’s own social value priorities

Value for Money

  • Demand Efficiency Savings: Within the industry it is estimated that on average consumers using energy management software can deliver a 5% reduction in their energy consumption (Carbon Trust)
  • Ensuring customers have access to and understand their current consumption profile is essential for identifying additional savings opportunities and driving behavioural change within organisations
  • Management Information: Customers will have access to management information to track/capture spend based on a common set of service codes allowing in depth analysis

Quality of Service Delivery

  • Verified supply chain: Suppliers and supplier sub contractors as part of the CCS evaluation stages have completed a financial and professional compliance review. In the case of sub contractors appointed after award or during the Framework life these will be evaluated by CCS to ensure financial and professional compliance prior to service delivery
  • Key Performance Indicators (KPIs): A robust set of KPIs measure the Supplier's’ performance across the time, cost, quality triangle and be used to influence fee if required
  • Contract Management: CCS will actively manage Supplier performance to ensure continuous improvement in the services
  • Escalation Route: CCS interact with Suppliers on a regular basis as part of the Supplier Relationship Management engagement undertaken by the Strategic Category and Framework Managers. These roles facilitate an escalation route for the customer in the event of call off queries or issues, for which a remedy is outstanding

Access

How to buy

Prior to any call off you will need to complete a Customer User Agreement (CUA) form to be allocated a unique reference number. This will allow CCS to:

  • Track delivery specific projects between the Contracting Authority and the Supplier
  • Collate project specific Management Information to support identification of spend and savings to a more granular project level
  • Have better Transparency of data
  • Support system and data reviews during supplier audits

What customers will need to know

  • Customers must complete a Customer User Agreement prior to using the framework
  • Direct award & further competitions permitted, our guidance outlines approach for each method
  • An extensive customer guidance document is available in attachments to support Customers.

Next Steps

Once a unique reference number has been received, Customers can proceed to call-off through either direct award or further competition, as per Customer Guidance document.

CCS has developed a Call Off order form which can be used to run further competitions via this framework.

Whilst customers can use their own documentation, this template is specifically tailored to the requirements of this framework. This should ensure customers can run a compliant and efficient further competition process.
