Description

Synopsis: Managed learning available as an end-to-end service or discrete components to cover the complete learning lifecycle.

 

Full description: This is a single-supplier agreement for a range of learning and development services, delivered as an end-to-end managed learning service, or as discrete components. It is available for central government and the wider public sector.

The agreement enables a full managed service of the entire learning and development function, a single element of learning (such as sourcing), or a bespoke solution tailored to complement in-house resources. It is based on a catalogue of commonly required public sector courses which will be expanded through the life of the framework.

In addition to providing learning products from its own organisation, the supplier provides access to other best-in-class suppliers and training resources through subcontracting relationships and an open market competitive process.

The agreement has rigorous performance-management aspects, including strategic supplier management, customer satisfaction surveys, and collection and analysis of monthly management information and audits.

Access

The MLS framework is available to all central government departments, arm’s-length bodies and the wider public sector. This is a single supplier agreement with direct award.

The framework agreement provides the flexibility for call off contracts to be put in place by Civil Service Learning (CSL) as the contracting authority on your behalf, or for you to call off a contract directly.

You may award call-off contracts for any of the goods and services by form of an order, as per the procedures that are set out in framework schedule 5 (call-off procedure) at attachment 4.

All call-off contracts you award will be subject to the call-off contract terms and conditions contained within framework schedule 4, supplemented as appropriate by additional details if required and permissible.

Savings

We expect customers to be able to achieve savings in excess of 10% based on their current spend, depending on their buying profile.

All customers benefit from the same volume discounts resulting through the cumulative spend through the framework agreement.

The rates paid on the CCS agreement will be benchmarked regularly against previous prices paid by current customers and up-to-date market rates paid by other public and private sector organisations.

Background

The Civil Service Learning framework agreement for the provision of Learning and Development (RM1568) expired in February 2016. In November 2015 CCS, acting as the procurement agent for CSL, awarded two contracts between CSL and providers to replace the Senior Civil Service learning and core curriculum elements of the expired framework agreement.

CSL continues to receive the remainder of services through an existing call-off contract and the this new replacement framework agreement will provide continuity of supply of the remaining services to Contracting Authorities. 

The aim of the framework agreement is to provide learning and development solutions outside of the core curriculum for Civil Service departments (including Executive Agencies) and the provision of a more flexible and broader scope of services for wider public sector organisations.

The strategic objectives is to appoint a Managed Service Provider that will work in effective partnership with participating organisations by providing access to a range of high quality core and bespoke learning and development services and solutions that will enable Contracting Authorities to develop a skilled and qualified workforce to meet its needs now and in the future whilst establishing alignment with business priorities.

How was the framework developed?

We have consulted widely across Government through Civil Service Learning, (CSL) NHS England (NHSE) and the Ministry of Defence (MOD), in the development of this framework agreement, which is designed to fulfil the learning and development requirements of a diverse range of public sector bodies through the provision of a flexible and broad scope of services.

CCS will manage the overall performance of the framework agreement by the supplier and collect Management Information and any Management Charges payable by the Supplier.

Customers will be responsible for the transition of their services onto the MLS framework agreement; each customer will also have its own direct relationship with the supplier and will be responsible for managing all day-to-day operational activities.
