Description

Synopsis: Permanent recruitment services for the public sector including: contingency recruitment, executive search and talent mapping. 

 

Full description: This framework provides contracting authorities with a comprehensive choice of suppliers to provide recruitment services under the following models:

  • Contingency recruitment (general recruitment) – a non-exclusive recruitment service with payment on fulfilment
  • Retained search (‘executive search’) – a recruitment service involving closer engagement with customers and higher service levels. This service is expected to be used for senior, executive and/or niche and specialist roles
  • Talent mapping – a research service to create recruitment insights and competitive intelligence for customers.  

The framework was developed alongside key HR stakeholders within the public sector to provide a compliant route to candidates for permanent roles and as a solution for difficult to fill roles while also supporting diversity and inclusion ambitions within the public sector, improve fill rates and reduce time to hire.

This agreement gives public sector bodies the ability to secure recruitment services regionally and nationally across the UK to hire quality candidates under a variety of specialisms including administrative; operational; digital, data and technology (DDaT); corporate services; (including commercial, HR, marcomms, property and legal); finance and project delivery.  The framework is a multi-lot preferred supplier list covering the hiring of permanent, fixed term and inward secondments through identification, attraction, evaluation methods identified within the services. This framework is open to central government, wider public sector and third sector.

Product types:

Lot 1 - Admin and Clerical

Contingency based model for admin and operational roles. Covering all pay bands and ranges.

 

Lot 2 - Digital, Data and Technology (DDaT)

Contingency based model for QAT, Product & Delivery, User Centered Design, Data, Technical and IT Ops. Covering all pay bands.

 

Lot 3 - Corporate

Contingency based model for corporate roles including HR. Marcomms, Commercial, Property and Legal. Covering all pay bands.

 

Lot 4 - Finance

Contingency based model for finance roles including accounting and audit. Covering all pay bands.

 

Lot 5 - Project delivery

Contingency based model for project and programme delivery roles. Covering all pay bands.

 

Lot 6 - DDaT Exec

Retained or executive search model for senior DDaT roles. Covering Grade 6 - SCS4 (or equivalent) and Non-Executive Directors.

 

Lot 7 - Exec

Retained or executive search model for senior roles including HR, Finance, Commercial, Marcomms, Property, Project Delivery, Corporate. Covering Grade 6 - SCS4 (or equivalent) and Non-Executive Directors.

 

Lot 8 - Talent Mapping

Research services to provide permanent recruitment insights and support future workforce requirements.

Access

RM6002 allows two routes to market Direct Award and Further Competition.

 

Direct Award

To direct award under the framework without holding a further competition you should:

1.     Develop a statement of requirements and determine whether this can be met by a supplier

2.     Confirm that all the terms of the framework and the call-off terms do not require amendment or any supplementary terms and conditions

3.     Award a call-off contract with the successful framework supplier(s) using the RM6002 short order call-off form.

 

Further competition

To award a call-off contract under the framework through a further competition you should:

1.     Develop a statement of requirements identifying the framework supplies capable of providing the services through a process of shortlisting

2.     Amend or refine this template call-off form and call-off terms to the reflect the services required.Include these in the invitation to tender pack, along with award criteria and further competition process

3.     Invite tenders by conducting a further competition in accordance with the regulations.
