Public Sector Vehicle Hire Solutions RM6013

CCS is working to develop a new commercial agreement for the provision of Vehicle Hire Services for the Public Sector.



We are undertaking a Vehicle Hire Solutions procurement to create a commercial agreement to replace RM1062 which will expire in September 2019. The commercial agreement will encompass services in the UK and overseas for all vehicle types including but not limited to cars and light commercials, 4x4 wheels vehicles, minibuses, heavy goods vehicles and car share.

This is potentially a multi-lot, multi-supplier commercial agreement.

Supplier feedback

1. Public Sector Contract Core Terms Feedback

The new Public Sector Contract (PSC) will be used for all CCS commercial agreements for common goods and services. The new PSC comprises:

a) Core terms - which form part of the framework and call-off contracts

b) Schedules - split into 3 groups for framework schedules, call-off schedules and joint schedules

c) Forms - the framework award form and call-off order form

All future CCS commercial agreements will use an agreed set of draft templates as a starting point for developing the commercial documents. CCS may choose to make amendments or insert special terms to better suit a particular market or customer base.

We recognise that the standard draft PSC terms may need to be amended to reflect the needs of the vehicle hire industry. Therefore, as part of the pre-tender engagement for the RM6013 Public Sector Vehicle Hire Solutions commercial agreement, suppliers are invited to feedback on the standard core terms to help inform final drafting for OJEU publication. The draft schedules are now available for suppliers to review and the deadline for returning feedback is 9am on Friday 17th November 2018

CCS would also welcome feedback on the following framework specific elements or any additional elements the supplier finds relevant:

3. Standard vehicles requirements and EV’s requirements (when applicable)

4. Car club

Customer engagement

We are looking to consult with public sector organisations who use vehicle hire services to bring in additional experience and knowledge to shape the new commercial agreement.

The aim of the customer engagement is to identify where we can learn from past experiences to improve upon current arrangements and maximise commercial benefits through a robust specification of requirements with the ability to keep up with new, innovative products and solutions.
