CCS is currently working with stakeholders across the public sector to develop a new commercial agreement for employee benefits, reward & recognition.



The commercial agreement will be used by eligible central government departments, their arm’s length bodies and agencies, and all other UK public sector bodies, including local authorities, health, police, fire and rescue, education, and devolved administrations. It is intended that this commercial agreement will be the recommended agreement for all employee benefits required by UK central government departments, including those with locations overseas.

The new agreement will provide access to a wide range of flexible, voluntary and salary sacrifice benefits including but not limited to:

  • Childcare vouchers
  • Cycle to work scheme
  • Employee discounts
  • Gym membership
  • Financial wellbeing
  • Low emission cars
  • Payroll giving
  • Reward and recognition programme

The service will need to be delivered through an on-line benefits portal with multi-media access.  (The security of employee personal data will be subject to assurance by the CCS Senior Information Risk Officer).

The service must provide flexibility in the choice of benefits for employers with scope to include additional benefits and to enable personalisation of benefits for employees.

A Prior Information Notice (PIN) has recently been published. We are currently engaging with suppliers who operate in this market to gain a greater understanding of the marketplace.
