RM6140 Energy Trading System

Crown Commercial Service (CCS) is seeking to replace its current Energy Trading System (ETS) (also commonly referred to as Energy Trading and Risk Management (ETRM) system) by sourcing a replacement, cloud based system.

Crown Commercial Service operates three UK energy frameworks (Half Hourly Power, Non Half Hourly Power and Gas) to provide energy products to its customers. Each framework will have multiple product offerings for customers to meet their requirements. Customer demands for each energy product are aggregated by the framework supplier. 


CCS requires information for the provided options on:

  • Standard service options and packages
  • Detail about costing
  • Implementation timescales

Service providers should advise what functionality is included for the different offerings as standard, including any additional markets included.

CCS expect to procure a new system with standard break clauses at two years (in accordance with the Tech Code of Practice). The contract term is yet to be determined, and will be influenced by the chosen route to market.

Service providers are also asked to provide costing for different hosting options, whether the system will be contained on the government cloud or hosted by the system provider. Hosting of the software will need to be assessed by the business to comply with data protection levels and required security standards for CCS. The hosting route will be determined by the RFI results.

Service providers are also asked to provide costing for any optional modules such as (but not limited to):

  • regulatory reporting modules - CCS are not currently subject to regulatory reporting but may be in the future
  • live pricing functionality - i.e. ability to load prices from brokers for valuation of position
  • risk reporting functionality

It has been agreed that CCS will acquire the solution as Software-as-a-Service (SaaS) from the successful service provider. Please consider this when providing information on cost and implementation.
